Generally speaking, it’s considered a low rank school in Japan. Many people don’t even know it exists. I would suggest well respected schools like Todai, Kyodai, Keio, Waseda etc. I don't think it's bad, but it's not prestigious or well-known. Maybe average is a good way to describe it.
